The only thing I'd change is those two Features that are nouns when
they ought to be verbs. This one:

>   - table maintenance;

is either

    - maintain tables;

or maybe

    - perform table maintenance;

But this last one:

> - fully internationalized and localized in several languages.

is harder. It started as a verb:

    - communicate in 50 different languages

but that sounds as if it's claiming that phpmyadmin is a way for
users to talk to one another in languages they themselves don't
speak.  My first attempt was:

     - produce localized messages in any of 50 languages

But that's what the software does, not what you do with it. What's
the word for the thing translation "consumers" are doing? The best
I can manage is

     - administrate via localized messages in any of 50 languages.

and that's not good enough to convince me it's worth patching.
