Yes. They're presented with a huge list of all locales and, for
languages where several locales exist, they can choose the appropriate
country.

Of course, this is limited by the locales system itself: one cannot
choose "fr_GB" when being a French-speaking person living in UK.

Well, there will be difficulties *until they setup their own locale" of
course.

I'm not really sure that it's relevant to mention this in the template
and make it a bit verbose. After all, it should be obvious to any
sysadmin on multi-user systems (so, by definition, not a newbie) that
each user can setup his|her own locale.
