The translators for some other languages [1][2][3] decided to translate
"(or \"all\")" as if it were actually "(or \"all\" for all)" .

For instance the Danish translation of that parenthetical is
"(eller »all« for alle)" .

I think that this is a good idea, since it clarifies that using the
option "-s all" will show all the severities.
I intend to recommend all other translators to do the same.

what would be a correct translation for
"(or \"all\" for all)" ?
Something like "(nebo [all] na všech)" ?
Please fix grammar errors, if any (I know almost nothing about
Czech, sorry!).

It seems to me that one %{npkgs} is missing in msgstr[0] ...
Since, if I understand Czech plural rule correctly, you use msgstr[0]
for %{npkgs} == 1, 21, 31, 41, 51, 61, ..., I am under the impression
that specifying how many packages are there is useful even in cases
where msgstr[0] is used.

Would the following translation be better?

"Následující %{npkgs} balík bude vypíchnut nebo podržen:\n"
" %{plist}\n"
"Jste si jisti?"
