I found something similar, but it seems to be fixed with more recent versions.
If you can't upgrade to 3.9/4.0 then try 'modprobe uhci-hcd' (or ehci-hcd).  See if
that helps with the speed problem.

Try booting 3.9 and see if life gets easier.
