Hum maybe the solution is an old version of DSL/Knoppix with 
cloop 0.6x which is compatible with 2.2 kernel if i remember well :)
You remaster it, and put inside your specially made 2.2 kernel  which
can be very small i think if you just include the minimum minumorum.

An other way to explore is maybe the 2.6 kernel which have
features for embeded systems, and which allow to suppress many things
you don t want and might be very very small i guess.

last but not least, you go to a "second hand" shop and buy a computer
with 32MB RAM for less than 100 Euro ;) , or just RAM for 10 Euro ;)
