You might have made the the same mistake than me :-) ...and
installed only the xfce4 deb.  That's the list of debs, I
have installed on my sid box:

gtk2-engines-xfce
libxfce4mcs-client-0
libxfce4mcs-manager-0
libxfce4util-0
libxfcegui4-0
xfce4
xfce4-iconbox
xfce4-mcs-manager
xfce4-mcs-plugins
xfce4-themes
xfce4-utils
xfwm4
xfwm4-themes

One might leave out the '*engines*' and '*themes*'.  Debian
should have an xfce4-desktop meta package.
