Hi,
have a look at "/usr/share/applnk". This folder has to include a subfolder called "Settings" (Ok, that is not quite correct, it has to include a folder wich an "X-KDE-Basegroup=Settings" entry in its .directory file, but that is the folder "Settings" for normal). KControl shows the directorys that are located in this folder.
