In admin/acinclude.m4.in, qt_incdirs must be set to include /usr/include/qt3.
This has been done in the central repository already (KDE CVS, module
kde-common) and all upstream authors should update if they haven't done so
yet.
This change was introduced some weeks ago in Debian.
