Thank you for your help, Rainer.  Unfortunately that does not answer
the question, which is `Where do KDE programs get their setting?'.

I can configure a session but I'd like to configure the system, so
that KDE programs will show up by default in Italian, just like
non-KDE programs do thanks to /etc/sysconfig (which is in turn sourced
by /etc/profile if I remember well), whether the KDE control center or
the first time wizard has been run or not.
