I have three different systems:

00:02.0 VGA compatible controller: Intel Corporation CoffeeLake-S GT2 [UHD Graphics 630] (rev 02)

00:02.0 VGA compatible controller: Intel Corporation CoffeeLake-U GT3e [Iris Plus Graphics 655] (rev 01)

02:00.0 VGA compatible controller: Advanced Micro Devices, Inc. [AMD/ATI] RV730/M96-XT [Radeon HD 4670]

and all three have the same symptoms.

So I suppose the vendor of the VGA is not an issue.
