The helptext in drivers/char/Kconfig says: "Virtio console for use with hypervisors."
Unfortunately, I don't know either for other architectures. It is useful at least for AMD64 (to make it work on VM with no ISA bus). For ARM64, I don't know if the platform has a better mechanism for serial consoles.
