   * What led up to the situation?
   Previous Debian versions before 9.6 booted slowly on systems with Intel 
   GM965 graphics because of timeouts attempting to init the s-video port.
   Debian 9.6.x fixed it. On debian 10 the previous behaviour (timeouts 
   during boot) reappeared.
   * What exactly did you do (or not do) that was effective (or
     ineffective)?
   Booted the Debian 9.6 x86 LiveCD
   * What was the outcome of this action?
   Boot time measured in over two minutes, vs 40 secons without the svideo timeouts
   * What outcome did you expect instead?
   Booting without timeouts and pauses between repeated attempts to init the svideo port.
