Bug#1003427: COMPRESS=zstd and COMPRESS=lz4 hard-coded to bad COMPRESSLEVELs

It was just pointed out to me that dpkg already depends on liblzma5 and 
zlib1g, so my worry about bloat turns out to be unfounded.
(apart from that libzstd1 may not have a CLI interface itself, which looks to 
be needed)
