* What led up to the situation?
Testing the Bullseye installer lead to several installations on this
computer, an IBM R51 Thinkpad, which uses the IPW2200 kernel module and
associated firmware blob. The firmware blob is in package
firmware-ipw2x00 20201118-1.
On boot, NetworkManager does its thing correctly, and gets the machine
on the network. However, I use DHCP with fixed addresses. Getting the
wrong MAC address throws this off, which is how the problem came to my
attention. This is an intermittent problem. Not every boot results in
the wrong MAC address.
Work-around: run
rmmod ipw2200 ; sleep 2 ; modprobe ipw2200
This immediately produces the correct MAC address, and DHCP assigns the
correct IP address. Several iterations of this all resulted in the
correct MAC address.
This problem has apparently been around for a while.

The kernel reports an occasional firmware error, and transparently
restarts it. None of those messages are associated with booting.

I don't know. I was not able to find how it actually works, but all my
Bullseye and Sid systems using NetworkDamager have randomized mac
addresses on the wifi adapters, not on the wired ethernet ones though.

Well, then you have to search further. I'm closing the bug report, as
there is no indication it's a kernel problem.
