No, it isn't. The user's logs show that he installed
2020-01-24 08:43:15 status installed initramfs-tools-core:all 0.136
but version 0.136 is claimed as fixed.
The path in the error message starts with "/lib/modules" rather than
"/var/tmp/mkinitramfs_". So I would say that it's rather bug 949444.
