Since the panic occurs during PCI initialisation, this is likely to be
very relevant.  However more detail than the default list may be
needed.  Can you please send:

* The output of "lspci -vvnn" when running 4.19.
* The kernel log messages that relate to PCI initialisation when
  running 4.19.  You should be able to get these by running
  "sudo dmesg | grep -E -i '\bpci'" shortly after booting.
