Since I'm not convinced this is a bug, you should do it yourself.

It seems that almost any switch chip can do VLANs now; it's just a
matter of the firmware running on it.  A cheap way to get a managed
switch is to get an integrated switch/router and run OpenWRT on it. 
It's what I've done in a similar (home) netork.
