cpupower doesn't change the governor when asked to:
When the governor is on powersave,
# cpupower -c 0 frequency-set -g performance
does nothing, whereas
# echo performance > /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor
works correctly.
The bug has been known upstream for a while but the proposed fix is
not yet included; maybe it could be a Debian patch until the fix is
added upstream ?
