this may be the case, but remember this was a default install and I didn't configure anything. I don't want and need WLAN anyway, because I have a wired network -- that was actually connected when the disk filled up. I don't know which program may do this -- i am not really familiar with today's device configuration architecture. The problem is solved /for me/, but it is a real stumbling block for everyone owning an IWL chip. People can't be punished for owning a 'non free chip' by automatic self-destruction of their debian install just for buying a standard notebook.

So maybe the bug is in some service in the default install? Nothing told me 'we have detected a WLAN chip but keep retrying and nothing happens'. Which error code do clients get when the firmware didn't load? Are they able to detect this? Anyway, there should be some rate limiting involved, so I still consider this part of the story a kernel bug, as this is what made the constant retries a real problem.

I don't know where to reassign the 'retry continously in short intervals' part of the problem to. NetworkManager? Udev? Systemd? Some GUI program? Who can I ask how this works at all? How /can/ I reassign bugs in the Debian BTS, is this even possible?
