Bug#792627: linux-image-4.0.0-2-686-pae: linux-image-4.0 does not bind ethernet device

Dear Maintainer,

after update of the kernel (3.16 > 4.0.0) the system hangs at boot. I found out,
that the kernel does not bind the ethernet interface correctly to the module.
The ethernet device is a Atheros AR8132 and the kernel module for it is atl1c.
Due to this behaviour, boot hangs with the message:

[***] An LSB job is running: Raise network interfaces

This problem appears from time to time in the forums, for example here:
http://forums.debian.net/viewtopic.php?f=5&t=119326

I tried to manually unload and load the kernel module, with no success.
Also I tried several boots, and it showed, that the device sometimes is bound, and sometimes 
not. But there is always the very long delay at boot (about 70 - 90 seconds).

For testing purposes I reverted back to kernel-3.16, and everything went back to normal (the delay then is 1 - 2 seconds).

When the device is not bound correctly with kernel 4.0, then "eth0" is not existent. 

Please note, that I am using hard IP, so there is never a delay for dhcp requests. 

And as I said, with kernel-3.16 everything is working fine, with kernel 4.0 I get the problem.

Please note also: When I made the update, the only thing I updated was the kernel, so other packages are not involved. And I can surely reproduce the bug.

It would be nice, if you could take a look at the involved kernel modules or kernel itself.
