Bug#808286: linux-image-4.3.0-1-amd64: IP assigned to interface in DOWN state is reachable.

Dear Maintainer,

It looks like general problem with Linux kernel (tested on different versions with different
distributions - 2.x, 3.x, sometimes bug is present, sometimes not), but when I tested on
linux-image-4.2.0-1-amd64             4.2.6-3 (kernel from unstable) and was OK, and now on
linux-image-4.3.0-1-amd64             4.3.3-1 (current from unstable) bug returned.
This bug is also present in:
linux-image-3.16.0-4-amd64     3.16.7-ckt11-1+deb8u6 (Debian stable)

Steps to reproduce:
ip link add name eth0.3713 link eth0 type vlan id 3713
ip link set eth0.3713 up
ip a a 192.168.67.67/24 dev eth0.3713
fping 192.168.67.67
(is alive)
ip link set eth0.3713 down
fping 192.168.67.67
(is still alive!)

I expect interface in DOWN state to be inactive (in any way), so IP assigned to this interface
should not be reachable.

Doesn't matter if iface is physical (eth1) or vlan-interface. But some people reported different results.

This check was made on Jessie with kernel from unstable, but also is present on full stable (with stable kernel,
as mentioned before).
