initramfs-tools could just use a check like

chroot /root test -x /sbin/init

Then it doesn't matter whether it's a relative or absolute symlink.

As for /sbin never being a symlink: See the usr-move  done by Fedora [1]
where they moved all binares to /usr and made /sbin and /bin a symlink
to their counterparts in /usr
