Normally you can use APT to download the source for any package, but I
think the Raspbian kernel is not installed as a Debian package due to an
unfortunate confict between the filesystem requirements of dpkg and the
proprietary boot loader that runs on the Videocore.
It is probably based on some version of this:

Right, I expect they could enable it if requested. I don't know what
their release policy is through - they might not add such features
before the next major release of Raspbian. You would have to ask them.
