On my system (dual-core Athlon64 X2) I have usually running two low-priority
computing tasks with nice-level 19. During work, I regularly start one
additional high-priority computing task with nice-level 0. All three tasks
are running with my UID. While they are running, I am continuing work,
reading emails and documents, browsing the net, playing music, etc.

With kernel 2.6.18-6-amd64 from the stable distribution, this works
flawlessly. Sound is playing without gaps, mouse is moving smoothly, pressed
keys show up immediately.

However with kernel 2.6.26-1-amd64 it is a nighmare. Sound has gaps nearly
every second, mouse is sluggish, pressed keys sometimes show up only after
some seconds. Especially annoying is that sometimes even if a key is only
pressed for a very short time the delay between key-press and key-release
events seems to be several seconds so that the key is repeated many times.

The problem can be repeated without X11 and the particular programs used by
me. It can be reproduced by only entering the following commands into a text
console:

nice -n 19 cat /dev/urandom > /dev/null &
nice -n 19 cat /dev/urandom > /dev/null &
cat /dev/urandom > /dev/null &

With kernel 2.6.18-6-amd64 I can then continue to work without noticing any
difference. "top" shows that the last command gets 100% of one CPU and the two
niced commands get exactly 50% of one CPU each.

With kernel 2.6.26-1-amd64 the nightmare starts. If I start typing something
into the console, pressed keys are often delayed, sometimes there is no
reaction to a pressed key for tens of seconds. Sometimes a key repeats many
times despite it was only pressed short. "top" shows that the last command
gets 100% of one CPU, but the time between the two niced commands is not
distributed evenly, it is constantly changing and can be someting like 28%/72%
for instance.

The problem does also show up if only one command is niced and two are not. It
does not show up if all on none of the commands are niced. The same problem does
also exist for the -686 and -686-bigmem kernels.

I would greatly appreciate if this problem could be solved!
