connect() function that is hanging because SYNACK is not recieved resends
SYNs only 2 times by default. But net.ipv4.tcp_syn_retries by default is
equal to 5. If net.ipv4.tcp_syn_retries is equal to 6 then connect()
resends SYN 3 times. The function getsockopt(IPPROTO_TCP, TCP_SYNCNT)
returned the same value as net.ipv4.tcp_syn_retries.
