Sorry for the long delay.  A few questions (please forgive my
ignorance):

 - does running an older or newer kernel on the host help (this would
   rule out a userspace problem)?
 - what does "iptables --list" on the host say?
 - if this is reproducible with a recent kernel (or even if not), any
   hints for someone trying to reproduce it?  Step by step
   instructions for starting from a fresh Debian installation to
   experiencing the bug would be best.
