Did some testing on a PC (Asus M2N-E, MCP55 controller, 2.6.32-trunk-amd64
2.6.32-5) and the problem was not reproducible there.  The pegasus adapter
comes up with a valid MAC both from a cold boot and when hot-plugged.

Based on plugging a little LED USB lamp into both the PC and the NSLU2, the
power behavior on the buses is significantly different -- the NSLU2 supplies
power to its bus continuously starting within a fraction of a second from the
power being turned on and keeps it on even across reboots, while the PC's bus
loses and regains power at least twice during a normal boot.  Since the
problem affects ordinary cold boots that might not indicate anything at all,
but it could imply some bus resetting which induces behavior in the adapter
analogous to being hot-plugged.
