No, there is no way for modules to specify which devices do and don't
require firmware. We could potentially maintain that information
separately, but it would probably tend to become outdated. In many cases
drivers decide whether firmware is required on the basis of hardware
revision information that does not obviously correspond to specific PCI,
USB or similar device ids.
