Changing settings in the kernel is pretty much similar to changing the version of a library. So, it should be handled mostly the same way, IMHO: identify the affected packages, talk about it in -devel, organise a transition with the affected maintainers, track this down in the BTS and do the change when everything is ready. That undoubtfully consumes resources and I know these are scarce. In such case, the only solution left is to minimize such invasive changes.
