Bug#422925: should enable verbose mode for shutdown too

Unless "quiet" is set in the kernel command line, usplash boots up in
verbose mode, with the box showing init script output.
However, shutdown always happens in quiet mode currently. I think for
consistency, the init script should pass -v when starting usplash for
shutdown (unless "quiet" is set).
