the kernel never guarantees device ordering.
this is userspace policy.
as quick hint UUID usage is recommended:

Fair enough. That works. (My swap volume had no UUID, but that is
easily fixed by disabling swap, then re-running mkswap, and
re-enabling swap.)

My concern, now, is whether the Debian installer always uses UUIDs. If
not, then many users are at risk of having an unbootable system, just
by connecting a USB storage device or card reader.

I tested a Debian installer daily build, approximately a month ago,
and the resulting installation did not use UUIDs.
