i agree that your patch makes a lot of sense from consistency reasons!

but i thought of /usr/share/initramfs-tools/conf.d, to change the
mkinitramfs building and not the boot, behaviour. like overriding
BUSYBOX=no in /etc/initramfs-tools/initramfs.conf due to
/usr/share/initramfs-tools/conf.d/lvm2 with BUSYBOX=yes

btw a quick scan shows that the conf.d usage is not yet documented,
but you are right the intention was for boottime RESUME setting.

so i'll apply your patch and will think of another location for
the mkinitramfs build tuning.
