Indeed, previously:
# debconf-show mkvmlinuz
* mkvmlinuz/bootloaders: yaboot
I also ran the reconfigure just in case.

Well, running -reconfigure just complains its not installed... Trying to
reinstall from aptitude with the added set -x yields exactly as you say:
[...]
+ bootloader=yaboot
+ '[' yaboot = mkvmlinuz ']'
