Xen images not bootable?

Hi,

I am quite new to Xen, so before I go ahead and file bugs I want to make
sure that I am not doing something stupid. Are the xen images supposed to
bootable? There is no postinst in the images and so initrd doesn't get
created. When I tried manually running update-grub and booting,
grub refuses to boot the image. The image I am trying is
linux-image-xen-amd64-k8_2.6.16-12_amd64.deb. Sure enough when I run file

======
$ file /boot/vmlinuz-2.6.16-1-xen-amd64-k8
/boot/vmlinuz-2.6.16-1-xen-amd64-k8: gzip compressed data, from Unix, last
modified: Thu May 4 20:38:14 2006, max compression
$ file /boot/vmlinuz-2.6.16-1-xen-686
/boot/vmlinuz-2.6.16-1-xen-686: gzip compressed data, from Unix, last

whereas a booting kernel reports

======
$ file /boot/vmlinuz-2.6.16-1-amd64-k8-smp
/boot/vmlinuz-2.6.16-1-amd64-k8-smp: Linux kernel x86 boot executable
RO-rootFS, root_dev 0x801, swap_dev 0x1, Normal VGA
