As I understand it initrd-tools is expected to be dropped for etch, and I guess that's part of your judging reassignment as a noop. But if initrd-tools for some reason is kept alive (2.4 kernels are _not_ yet completely dead) then it might make sense to collect bugs where they truly belong, even if closed.
