This has never been the claim. The issue is that the real driver needs to be loaded but that devices will not become visible until after ide-generic is also loaded. So the statement "the ide-generic being loaded _before them_" is incorrect and also does not correspond to what happens in yaird (or initramfs-tools): ide-generic is always loaded last.
