This means that cdrom-detect ("Detect and mount CD-ROM" in the menu) did 
not run correctly.

If it does run correctly, you should have a line like:
    cdrom-detect: Detected CD with '$suite' distribution
(with $suite being testing) in /var/log/syslog.

Suggest you check what happens at that stage of the installation.

can you retrieve the logs of d-i of that stage of installation,
there should be the relevant output in /var/log/debian-installer?
