Netboot install uses a different initrd than the regular install?
To do a basic install, one needs to load the drivers that control storage. 
Given the size problems with the initrd, I find it hard to believe
that sym2 driver wouldn't be included.

Is this ramisk size big enough?
Wasn't the reccomendation to use 32MB?

Can you add "tulip_debug=4" to the "modprobe tulip" command?

If this gets tedious for you, yes please. Please list what you need
to know and send that the to me offlist. Otherwise, I expect we
should be able to debug this with just console output.
