I am experiencing similar problems with my external USB harddisk.
Every access to the USB device hangs uninterruptible (D-state) after
switching on the device.
e.g.

1. This doesn't happen always, but frequently.
2. I experienced similar (but worse) problems using the 2.4.27 kernel
(see bug #297522).
3. After reboot it usually works immediately.
4. Rebooting seems not a good solution, I guess it should not hang in
any case.
