Bug#270297: no SysRq key option available

Nice. The last time I discussed this with Herbert, the answer was "no,
no, no, maybe usefull but too dangerous, conflicting with custom user
key binding, therefore unsuitable for The Debian Kernel". If it is
possible to disable it nowadays, I suggest to enable SysRQ, then disable
it in some early init script and the users that need it can enable it
again via sysctl. Alternatively, make the disabling part configurable
via Debconf and/or some other config file.
