I'm not 100% sure, but this looks like a kernel bug to me.

Anyway, user space pppoe is deprecated, you probably want to use the
kernel pppoe driver and the pppd pppoe plugin.
See /usr/share/doc/ppp/examples/peers-pppoe for details.
