Bug#276020: kernel-image-2.6.8-1-686: wvdial and wvdialconf cannot access ext modem via serial port with 2.6.x kernel

wvdial and wvdialconf cannot seem to communicate with external RS-232
modems hooked to the serial ports on a Dell Optiplex GX-100. Machine
is 500MHz Celeron. SAME machine, wvdial and wvdialconf work fine
using kernel 2.4.22->26. Oddly enough, minicom seems to be able to
talk to the modems under kernel 2.6.8. I don't know what to make of
this.

Below find additional details.
