Umm, those directories contain source code, not headers; that
falls outside the purview of kernel-headers.

When installing the kernel-image, the postinst deals with
what to do with the build link. If the link is dangling; it is
removed; if the headers package had been installed, that dir is
recreated pointing to the headers package.

Umm. What would be relevant is the version of kernel-package,
since make-kpkg is mostly-static front-end.
