Modular IDE Support

I noticed that 'ide_pci_register_driver' and 'ide_pci_unregister_driver' in 
setup-pci.c simply queues/unqueues requests on a list unless 
'ide_scan_pcibus' has been called (which unsets 'pre_init').

With the Debian patches (specifically the ide module cleanup patches), if IDE 
support is compiled as modules, this function only gets called on loading the 
ide-generic module.

The result is that modprobing in specific chipset drivers -- cmd64x in my case 
- -- doesn't do anything until ide-generic is modprobed in as well.

Just wondering if this is intentional, or should it be reported as a bug.
