where to report these issues properly?

I am still new in providing feedback to Debian and would prefer to do
things right from the beginning on.
In the last few days I received upgrades for Debian/testing on two
different days, which upgraded many packages from a version 5.62 to a
version 5.70 and this is probably all concerning the KDE Framework which
in the "Info Center" before was according to my memory listed as 5.62
and now is listed as 5.70. I hit into the first roll out of packages on
2nd of June, and hit into the second roll out of other packages on 4th
of June.
But some issues occurred due to this two upgrades. Now, any guide is
welcome how to contribute constructively my feedback to KDE(?) or Debian(?).
The issues:
(1) Package plasma-applet-redshift-control seems to have been upgraded
and all my settings in the former version of the applet got reset to
default values. Furthermore, after having set my personal values again,
the autostart parameter (which I have activated) appears to no more
become applied.
(2) In the "Info Center" after a first upgrade on the 2nd of June, if I
remember correctly, new categories (for instance some tree with graphics
and openGL (?) related information) appeared (or I have not noticed them
to arrive earlier). But then arrived the second upgrade on the 4th of
June and since then names of the root entries in the shown trees have no
title text visible anymore, and they for sure have still been visible
after the upgrade from 2nd of June. There are displayed now the tree
names "System Information", "Memory", "Energy Information", "File Index
Monitor", all these 4 actually not being trees but a single root entry,
and then coming 3 more root entries having subtrees which do not display
a name for the root entry anymore. Looking into the subtrees, the first
of the 3 starts with "Device Viewer", then next one with "Network
Interfaces", and the last tree has as the first subtree item name set to
"X-Server".
I guess I should place a bug report. But where? I have no idea which
packages are actually responsible for this. App redshift not being
activated automatically no more, and having become reset to default
values, is by me ASSUMED to be caused by package
plasma-applet-redshift-control, but maybe I assume it wrong). I could
also imagine that both issues only happened because for me the KDE
Framework upgrade appeared in 2 roll outs on different days?
