For the source package just do

apt-get source digikam
apt-get source kipi-plugins

(without -t experimental, since then its gets the 1.8.0 according to the 
binary package currently in experimental)

since Mark Purcell already provided one. It just doesn't seem to be build 
for experimental yet.

I just built it, which is easy enough:

- apt-get builddep digikam kipi-plugins
- cd into directory for each source package
- dpkg-buildpackage -us -uc -rfakeroot (leave out -us, -uc if you want to 
sign it with GPG)

But I bet you already know this...
