There is a kcm that can control which plasma starts when both plasma-desktop and plasma-netbook are installed without reference to autostart files. The upstream design for 4.4 worked fine if both or just desktop were installed,  but didn't consider the netbook only case for first run.  The autostart file is a work around for the hole in the design.
