I think it uses whatever icon the folder itself uses in Dolphin/DolphinPart.
I do not know how to change those, however.

A possible solution is:
Set a folder Icon in Dolphin or Konqueror via right-click->properties.
Then add this folder via folder view to the Panel. Your new Icon is used.
