I don't know about the first question, but the second one is easier.  It 
doesn't have anything to do with kdmrc, but with /etc/...

That's strange.  I was going to refer you to the lines in /etc/inittab, but I 
no longer see any.  I've turned up a whole rat's nest of problems myself just 
now.  I have a terminal that normally runs three X sessions on three ttys, 
and it hasn't been turned on since school let out for the summer.  It's 
broken, with no trace in its server's config for how I ever had it set up in 
the first place.

I wonder how that happened?

Well, anyway, whether it's a question of filling in some entirely missing 
information from /etc/inittab, or now something completely different, I'm 
sure the idea is still the same.  You wind up with KDM running on each tty, 
and each KDM can run whatever kind of session you want.  To run your new KDE 
from source thing, you'd have to set up a new session for KDM to know how to 
run it.

Sorry I have to be so vague.  I had that working, but have inadvertently 
broken it, and don't have time to sift through the carnage at the moment.
