I normally upgrade any piece of KDE while running it. However, I try to 
restart all the affected parts if possible. If you are upgrading the bugfix 
release (i.e., "z" in "kde x.y.z"), there should be no problem at all. Maybe 
the 3.5 release is a small exception, because there are minor feature changes 
during the bugfix releases of this series, but personally, I didn't have any 
problem so far.

Upgrades of hal, used to crash kded, making impossible to print, or do other 
stuff, but after a restart of kded (typing this command in a konsole), the 
whole desktop worked fine again.
